About the job
The Shelter Officer (Program Support) is responsible for implementation all aspects of ACTED Shelter and NFI Program. The Shelter Officer (Program Support) undertakes supporting activities of the project and works under the supervision of the ACTED Shelter Project Manager. Your main duties and responsibilities will be:

General Programming & Operations
  • Ensure efficient and effective program implementation by following the work plan and other guidelines set by the Shelter NFI Project Manager.
  • Undertake logistical, financial and technical support of the program activities.
  • Undertake data collection and input of program data. 
  • Liaise with suppliers and conduct quality control of supplier materials.
  • Participate in relevant training to ensure that you are able to carry out your duties.
  • Participate in preparing monthly/quarterly/annual highlights/ reports.  
  • Coordination and representation
  • Work as part of team on SHELTER NFI issues.
  • Ensure integration of SHELTER NFI activities with other ACTED sectors.
  • Ensure good representation and reputation of ACTED SHELTER NFI at all levels.
  • Liaise with government agencies to secure relevant permissions.
  • Actively participate in internal coordination meetings 
  • Project development
  • Coordinate with the M&E department on program data collection.
  • Participate in monitoring and evaluation of SHELTER NFI Projects. 
  • Ensure quality during implementation of SHELTER NFI activities in accordance to Sphere and National standards.
  • Support the Shelter NFI Project Manager in preparing SHELTER NFI weekly, monthly, quarterly and annual reports to relevant authorities as needed.
Logistics / Finance
  • Undertake Logistical activities such as preparing and transporting program materials. 
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Ensure Mobile Shelter teams are fully equipped and have the necessary documentation for field trips.
  • Initiate procurements, ensure their execution and complete other necessary logistical documents.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.
  • Manage day to day project expenditures of Mobile Shelter team members.

The Shelter NFI Officer is responsible for implementation all aspects of ACTED Shelter and NFI Program. The Shelter NFI Officer supervises the Shelter NFI Assistants and works under the supervision of the ACTED Shelter Project Manager. Your main duties and responsibilities will be:

  • Conduct daily field visits (or as required) to ensure SHELTER NFI tasks are going on as planned and mentoring - through technical back stopping and training of duty bearers.

The Shelter NFI Assistant supports the implementation of Shelter/NFI distribution under the direction of Shelter NFI Officer and in collaboration with other actors. Your main duties and responsibilities will be:

General Programming & Operations
  • Assist all distribution processes, including distribution of shelter, non-food and food items and other as required.
  • Ensure that correct information is collected for each beneficiary and ensure that records of distribution are correctly maintained.
  • Mmobilize the IDP communities and affected host populations to ensure their full participation in the project / program activities.
  • Assist in identifying key persons in villages (Imam, other key persons such as women with influence) who can mobilise the community and support the implementation of the program.
  • Assist in preparing and conducting meetings with community representatives and members in the intervention areas.
  • Assist in individually and collectively identifying the strengths and weaknesses of village committees and propose appropriate solutions.
  • Facilitate awareness raising activities with other partner organizations and disseminate information about services available for IDPs and affected host communities.
  • Disseminate and share information with Persons of Concern (vulnerable persons) on their rights and access to services
  • Maintain good relations with local implementing actors, local authorities and other international and local stakeholders in the field
  • Assist in maintaining excel database to ensure that statistics and other reports are produced on a timely basis;
Reporting
  •  Prepare weekly and monthly plans & reports to Shelter NFI Officer.
  •  Provide the Shelter NFI Officer with relevant documents and information.
  •  Communicate, exchange information and co-operate with relevant internal departments
About you

Essential
  • National Diploma or Higher National Diploma in a construction related discipline such as architecture, building construction etc.
  • One-year Work experience with non-governmental organizations (NGOs) and/or displaced population is a very strong asset.
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with staff, beneficiaries, duty bearers and other stakeholders.
Desirable
  • Excellent time management skills
  • Ability to operate in a cross-cultural environment requiring flexibility
  • Prior experience working in IDP displacement locations
  • Fluency written and spoken fluency in English and Hausa a must; additional fluency in Kanuri preferred
  • Ability to work independently
